How Often Do you weigh yourself?
Weighing daily is stupid. Water fluctuations can play a huge role. At most 2x/week is sufficient to track trends in weight change. Also, the bioimpedence scales that measure water/fat/muscle/etc. are all highly inaccurate.

Gaining weight
I know you must eat to grow. Currently at 3000 kcal and steadily adding size and strength. Going to need to increase kcal again next week probably.
Also, diet percentages are useless. 40% protein at 3000 kcal is 300 grams, which is way more than excessive. Better to eat your weight in protein (g/lb.), half your weight in fat (g/lb.), and the remainder in carbohydrates. Of course this assumes you are already really lean and insulin sensitive, and obviously individual variance will require adjustments.

Gaining weight
Is anyone here actually looking to gain weight? I'm 5'8 and 156 lbs. around 7-8% body-fat and currently in the middle of a bulk. Anyone else?
