Well .. to test it you'd need something relatively heavy of known weight. Or compare it to what another and presumably more expensive and presumably accurate scale says (at your doctor's office, for example). Or .. you could think of it this way: the real value of the scale is to track your progress (up or down) over time, and who cares what the number is, since its more about how you look and feel rather than some stupid number. To test how good your scale is for THAT, just step on and off several times and see if it is consistently giving you the same reading.
