At your current weight, you should be able to eat a lot more than 1200 calories daily and still lose. If your not and there is no medical reason, then most likely your metabolism is very slow. This can be caused by genetics. It can be happen when you constantly eat very low calories. If you just recently added in more calories, you need to give it a couple of weeks to see a change. You train your body to lose on very little, than add in calories and see a gain. So people go back to the low calories again. A diet needs to be sustainable for life, so whatever you do to lose the weight, you need to keep doing in order to keep it off. Add calories back in slowly. There could also be many other reasons for the gains (sodium, hormones, stress, medcation, inflammation, etc.) Drink plenty of water. Varying your daily caloric intake can also help (high and low days.) But remember if you weigh after a higher day, that the scale may go up alittle. As long as your overall monthly trend is downward, your doing good. Weight loss isn't a linear line downward. It's up and down like a roller coaster.
