So, I'm still not getting enough exercise, but according to my diet chart, I am always below what I need, so why am I going up and down two pounds, but not just staying one weight? I went from 168 to 164 to 166 in one week. So weird.

Ok first of all, the scale is not very accurate and the weight fluctuates because it's mainly water weight. You shouldn't weigh yourself more than once a week. My recommendation or what I do is I measure my success by how my clothes fit and how I feel. So don't worry about it, it is very normal :) and you can't gain 2 pounds in a day unless you have a huge binge. In order to gain 2 pounds you have to eat 7000 more calories than what your body needs. So it is definitely water weight :) Good luck and don't worry!

Google "why the scale lies" for insight in to water weight fluctuations. Our bodies are made up of 60% water so the scale fluctuates all day long. Think about it. All the food you eat and drink all day effects the scale. Too much sodium in a meal the night before (any restaurant food), even if it's below calories, can add water weight to the scale from water retention. Sore muscles from exercise cause us to retain water to help them heal. Hormones, medications, sickness, inflammation, lack of sleep and stress can all cause fluctuations.
