I would guess you aren't losing because you are not eating enough. I know it sounds counter intuitive but you need to eat to lose weight otehrwise your body will hang onto every calorie you consume. There are some good discussions on this in the community forums that may help you - you can search.

Google "why the scale lies" for insight in to water weight. Our bodies are made up of 60% water so many things can make them fluctuate hourly including: too much sodium, hormones, medications, sickness, sore muscle from working out, etc. Are you tracking all your food honestly? Are you getting enough lean protein, lean dairy, fruits and veggies? Protein and high fiber foods will help us lose fat and keep us fuller longer. Are you drinking enough water to stay hydrated? Water flushes out sodium (like from popcorn). Are you eating too many processed foods? Processed foods contain a lot of sodium. Are you being active? Exercise can be our best friends if we aren't losing well. The older you get, the more you need to exercise to help you lose, tone and keep your heart healthy. If you want to do shakes, look for high protein ones. Eat some fruit, veggies and protein for snacks. You might lose better eating a little more. Try 1400 a day and make those calories count. Plenty of lean protein and high fiber foods. Play around with the calories. You might also try high and low days.
