It's all about measurements and the mirror. If you're doing the right things, you're progressing. The less you weight, the less you burn so if you're recomping(gaining muscle and losing fat)and gaining weight it is a good thing. If you see no visual change or improvements in measurements after 3 or so weeks, make sure you're tracking calories accurately.

The body creates plateaus. Completely normal. It does seem to hold on to water when you are most expecting to see a change on the scale. Water weight, in my experience, is what accounts for the fluctuation of weight over periods of a few days. Your body will eliminate more water than normal on the downside as well, making you think you have lost another pound or two than you really have. Don't let your guard down at these times. As soon as your body makes a trough in the cycle of water retention, it will start increasing the amount it retains. Back and forth. It feels random, but it is more of a repeating cycle. Persist in your plan. Make small adjustments if needed. Know that the plateau will give way to a steady decline. It is the daily calorie deficit that will win the day, not exercise. Exercise will achieve muscle toning and improve your cardiovascular capability. The game is really won in the head, before it shows up in the physical plane. Persistently hold to small daily calorie deficits.

Check out Weight Loss Calculators to determine your RDI. It is a more realistic calculation for losing weight than the one provided here on FS. Good luck.
