Who’s Apple Watch savvy?? I have a question. Are the active calories burned based on your heart rate? Or on the number of steps in an amount of time??

I just rode my horse and looked at my number of steps beforehand. It clocked about 2300 more steps by the time I got off. I rode for about 20 minutes but not terribly actively and it appears my active calories burned went up about 100 or so. I haven’t figured out how to account for riding, yet, in my activity. In the Health app, the 2300 additional steps didn’t carry over from my watch but active calories burned did. So....based on steps in short time? Or heart rate?
