I'm starting to think that if I eat the 20 carbs/day that's recommended that I don't lose, that's what it looks like according to my diet calendar...going to keep my carbs under 15 for a few days and see if I lose and then have 20/day for a few days and see what happens. Perhaps my CCL is really low?

Could be low. I also think I get better results when I keep my carbs under 20, and that's with 20 total, not net. Years ago I tried to do the Protein Power diet and if I remember correctly you could start with 30 carbs instead of 20 and I ended up gaining weight. Good luck. Keep us updated.

the average male only needs 2000 calories per day to maintain their weight, perhaps 3100 calories a day for you is more than you need, maybe go down to 2000 per day on your RDI will help you,or try 1800 if you do very vigorous physical labor at work.Otherwise if you don't work,or do very light work, then 15oo calories per day would be better.
