Don't weight yourself more than once, a week. Your weight can vary 2-4lb a day for a number of reasons (more for ladies during their TOTM).
Make sure it's at the same time of the day, and the scale is on the same surface in the same (at least roughly) place. As even a small difference in the footing can effect the reading. More-so if you weigh yourself on a carpeted floor, but even on solid floors it can make a difference.

Unless you are following one of the plans (weight watchers, slimming world, atkins, etc etc) my advice would be to record _everything_ (be obsessive about it) you eat. for a week or two. Then go through it and find the things you eat most of that are calorie dense. Then try and come up for less calorie dense things which you can either bulk them out with or replace entirely.

Mine are Potatoes, rice and meat. I replace and/or bulk out potatoes with roasted butternut squash. Rice I've replaced with cauliflower "rice" (Try it it's surprising, and I _hate_ cauliflower usually unless it's curried or in cheese sauce to cover the flavour). And well I can't avoid meat as I'm a committed carnivore. But I have cut down wherever possible.

Oh and switch to spray oils (the non aerosol ones preferably). a tablespoon doesn't go very far poured directly from a bottle, and it's 120 calories.

If you've done all that, and you are entering everything you eat into your calorie counter already, you may well be eating too little.
