This weight just seems to fluctuate and never leaves this body, no matter how hard i try.
140.8 lb Lost so far: 0 lb.    Still to go: 15.8 lb.    Diet followed reasonably well.

You don't have a lot to lose, so it can be harder. You might try to focus on fat loss. What kind of plan are you following? Are you staying on track or constantly going on and off? Are you doing the plan 100% or just sort of kind of doing it? Are you staying hydrated? Are you tracking all your food honestly? Are you being consistent? Are you getting plenty of lean protein, lean dairy, fruits and veggies? Are you eating too many processed foods? Are you being active? When you don't have a lot to lose, activity can really play an important role in weight loss (if you are able). Are you already in a healthy weight range for your height and age? So many factors go in to weight loss and it's hard to tell why we are not losing. Bob Harper has a book called to "Jump start to Skinny". Check it out on amazon. It has a 3 week plan to jump start weight loss. It might be something to give you some help. I also love 21 day fix. The work outs are great. The diet works but it isn't easy.
