The problem likely isn't fiber, per se, but the kind of fiber. Most fiber bars (e.g., Fiber One) use inulin, also known as chicory root extract. Inunlin is widely recognized as having "limited digestive tolerance," and the limits vary from one person to another.
You can get plenty of fiber from other sources. Nuts are good, but they have a lot of fat. Fruits and veggies are a great source - consider berries (esp. raspberries and blackberries), broccoli, and even lettuce.
Personally, I like Quest protein bars - they pack 17-18g of fiber and 20-21 g of protein in a surprisingly tasty bar (most under 200 calories). The "fiber" is IMO, which has much higher digestive tolerance. (Some question whether IMO is a "fiber," but it certainly "works" for me.) I've shared them with friends who faced similar problems with other inulin fiber bars and they didn't have the same problems.

Oreos are as addictive as cocaine.... Discuss!
We've been genetically programmed to like fat and sugar as high-density calories to help us survive. Ergo, our bodies respond positively to Oreos (and donuts and cheesecake).

It annoys me, though, when people blame food companies. They're not drug peddlers; they just make products we want to buy. Big food companies honestly try to sell "healthy" products. The truth is that those foods rarely taste as good (see genetic disposition above) and are often more expensive. Hence, everyone buys the Oreos instead.
