Atkins Bars/Counting Net Carbs?
It is sugar alcohols that stall and some people do actually metabolize them like sugar. The sugar substitutes do not have carbs in them.
Sugar alcohols do have carbs, as you found out from the ingredient list on your Atkins bar. Sugar substitutes are like sucralose (Splenda)aspertame (Equal) they are different from the sugar alsohols.

Surprised at low carb ignorance!
I am called "odd" by my best friend because I don't eat flour,or sugar.
I really don't mind it much. I do think my health is better for leaving these things out of my diet . When I tell people I don't drink fruit juice they really do think I am odd. I have been doing Atkins for a long time. Wine gets me in trouble so I am now back to the basics till I reach my target weight.
