Struggling to get any lower than 135lbs, keep bouncing between 134 and 138 for the last couple of months despite ramping up the exercise.

Now attempting to lower to 1200 calories and do more cardio instead of strength training to try to get it moving, would like to lose 14lbs in the next 12 weeks if I can!
137.0 lb Lost so far: 4.8 lb.    Still to go: 25.0 lb.    Diet followed reasonably well.
gaining 0.7 lb a week

I am no expert but I have dropped a couple of stone by sticking with the man recommended 1900 calories and lots of aerobic exercise, running and cycling. Lay off the weights is my suggestion.

I'm no expert either but from your target and current weight you're trying to lose a bit over 10% of your body weight in 12 weeks which sounds a lot to me ... Especially as you're doing weights which builds up muscle which is denser than fat and will make it seem your loss is slow. I'd suggest using other measures too - full length selfies, tape measure, favourite clothes fitting, that sort of thing. You may find you look well and slim at a weight higher than you think you should be and gaunt at any less. Anyway, best of luck with your goal!

Pinch the inch. As Phooka says you are probably building muscle and losing fat. Check your shape. Ease up on the weights and increased cardio. Don't stop the weights though added bonus is you are strengthening your bones which helps prevent osteoporosis.
