Looking for someone who...
Good luck man! I am just about finished getting myself back to 10% body fat and going to work on adding 15-20 pounds of muscle.
There is a lot of information out here, so my 2 suggestions, research as much as you can before you try a new eating program. Not everone will tell you the truth and not every plan is right for you. Eat everything that you can, but eat clean foods.

one day to rest/splurge?
I split my rest and cheat day up. I'll go to the gym early on my cheat day and depending how good of a workout I have will determine what I can cheat with. Sometimes it's only a snickers bar, some days I'll eat a small Chicago style pizza

Busy Busy girl here. Need things I don't have to cook :)
I spend all day on Sunday shopping and cooking. I make 6 lbs of ground turkey mixed with 2 cups of brown rice, 14 chicken breasts, 24 hard boiled eggs, chopping veggies for snacks and Im sure there is more. You just need to make the time.

Fat/Protein/Carb - what is ideal?
Not 4-1 carbs to protien
To lose weight you need to reduce your carbs and increase your protien and healthy fats. You should talk to your doctor or a nutritionist to get the exact numbers.
