Has your body always been apple shaped? If so, then it's your genetic destiny and you can't change it, short of liposuction. If not, if you were, say, pear-shaped before and suddenly you are an apple, go to a doctor and have your blood sugars tested. When I was 30 (back in the stone age) I noticed that, while my weight wasn't changing, my shape was. Turns out I was developing type 2 diabetes. The metabolic changes that cause diabetes make you retain fat around your abdomen. If this is new, have your sugars tested.

Swollen ankles???
I get swollen ankles too. Mostly it's too much sodium--watch out for canned foods, prepared meats and diet sodas. Another thing that helps, aside from regular water, is to put your feet up. Ideally, they should be propped up over the level of your heart. A recliner is good, or you can buy a foam wedge.
