Fat doesn't turn into muscle. Fat and muscle are different.
Are you drinking enough water? Try increasing your water, it will fill you up.

How many calories are you eating a day? You need to cut the number of calories to lose weight. You need to be sure you are eating healthy food. I suggest going to a Nutritionist.
Also, measure yourself once a month, you may be losing inches.
