When exactly do you stop being fat? at what BF% (Before and After Pics Inside)

Here is the deal, I'm weighting better than when I was 17yo, however, when I was "fat", I didn't feel fat, neither did I care much anyway, today I look at the mirror and I see that I need to lose some more abdominal fat mass, and so on.

Below is a before and after pic, so I presume I'm just currently overweight, before up to 9 months ago (the pics are 4yo, but I still had the same body), I had around 112-115kg(246- 253 lbs) and 31-33% of BF, today I'm at 24% of BF with 93.8kg(206.4 lbs), so I would like know, how much is the recommended % BF of a healthy, "normal" person, IMF I know it's a bad parameter, because it only takes into account height and weight.



Diet and exercises restarted on february 7 of 2016, and so far:

Its like the myth that shaving makes hair grow back thicker, and longer. Truth is you're just more focused on it than you were before. At my high weight, I thought about being fat, but I didn't pay nearly as much attention to myself as I do now. I see it as a plus, when you know you want to fix something, you can. You're more in-tune with your body, and yourself.

Thanks @LunaXJJ and I was thinking about that @Spacey47, I thought maybe 18-20%, but a friend of mine who is at 18%, he is not ripped, but seems to be in excellent, really remarkable shape, and a friend of mine at 15% is ripped, so that just seemed rather really difficult goals, then again so did it look to be under 100kg.

Measuring body fat is tricky business though. I have three different scales, and they all measure it differently, with up to 10% difference. I find that I like the scale that shows most consistent measurements, and even that one fluctuates wildly, especially as my weight goes up and down (which makes perfect sense). I can be 7% today and 11% tomorrow. However, I think you should simply keep going until you feel that you're happy with what you have done and where you are, then measure your body fat there over a week or two, and you'll have a good picture of where you stand.
