So im new to this. Im a female. 20 years old. 5'8" and 220 pounds ( college weight
).
My calorie counter says my RDI is 2300.
and im only at 17% i mean ive always had trouble with weight problems.
Do i just have to eat more? ( havent had dinner yet)
Do i need to exercise more? ( already did a 30 min cardio workout)
Can you tell im a lil confused? lol any help would be greatly appreciated.

RDI is just how many calories you must consume to more or less maintain your current weight. It accounts for the calories your body uses simply by living/moving throughout the day, as well as exercise/sleep/rest.
If you are seeking to lose weight simply aim for a % that is under 100, but not so low that you starve. A % under 100 means that your body is consuming calories from fat, not just what you're eating, which in effect leads to weight loss.

thank you! but ive read that i shouldnt be so low with my recommended RDI ( 2300) that the result will end up in saggy skin? Should i try to stay as close to 2300 as possible w/o it being so low ( right now its 413)

The slower the weight loss the less saggy your skin, but this may be inevitable depending on factors and is best discussed with a doctor. Maintaining a healthy diet will ensure your skin will stay as flexible as it can naturally, and if sagging remains an issue in spite of this you can discuss options with a doctor.

I'm not really sure if I'm helping with your question, but 10 and 1/2 months ago I weighed the same as you do now and I am the same height as you. I started off eating 1800 calories per day and exercising moderately for 25-30 mins, 6 days a week. After losing 30 pounds in about 5 months I cut it down to 1600 calories per day, and more intense exercise as I got in better shape. Now I've lost about 50 pounds just following this regime and of course trying to eat only healthy foods. Hope this helps.

ECO Atkins for a skinny vegetarian with a belly
This would be a good question for the nutritionist over on the atkins.com boards. Colette Heimowitz is her name. Post your question with her name in the title and she will respond.
