Tea, does it count as water?

I have started to drink Chai/Green tea instead of coffee for the most part. Does it count towards my water intake? I drink a lot of the tea, about 32 oz in the morning. I also drink water, but most days not the full 64 plus oz.

Count it as 70% water. I.e 1000 ml of tea would = 700 ml of water due to its mild diuretic effect
