Is there a form of Evaporated Milk that doesn't have the extra sugars? Or maybe a light version?

Carnation Light. Available in the UK, not sure about other locations.

Some supermarkets have their own-brand 'light' version of evaporated milk.

there are other low carb recipes that are similar. For the required thickness it may have to sit overnight.

This person is a weight loss surgery patient and has wonderful no sugar added and sugar free recipes. She has a wonderful recipe for no sugar added sweetened condensed milk.
