"Without refuse" simply means the weight of what is consumed, not including the parts of the fruit that are not eaten, such as the seed mass and the rind.

I would say it depends on what you snack on. If you skip a good nutritious meal and then snack on junk with extra sugars it could stall you. Basically it's the total calorie consumption in a day ...
